Emergency managers are staring down a perfect storm. Hurricane season is ramping up along the coasts while wildfire conditions reach dangerous peaks in the West — and that's just what we can see coming. Drought continues its silent assault on communities nationwide, creating conditions that feed wildfires. What makes this summer different? Experts predict this will be one of the most challenging disaster seasons on record, right when everyone is navigating unprecedented uncertainty and tightening of federal, state, and local budgets. The math is simple but sobering: more threats, fewer resources. Sound familiar? We get it—and we're here to help.
The no-cost Community Lifeline Status System (CLSS) can help you bridge your resource gap. Technology isn't a "magic solution" to every need, but effective tools let you rapidly assess impacts and turn data into actionable information. That’s what CLSS does, and we're prepared to help you implement it.
CLSS empowers managers to make timely, informed decisions when every second counts.
G&H International has worked hard for years, with support from DHS and FEMA, to co-develop CLSS in order to meet times like these. We say “co-develop” because we consulted with over 300 agencies and engaged over 1,000 emergency management practitioners to build CLSS from the ground up. The result is a tool that provides real-time, authoritative data on the status of your community lifelines — the critical services that underpin the safety, health, and resilience of your community. CLSS empowers managers to make timely, informed decisions when every second counts.
At a time when emergency managers are facing fewer resources and greater demands, CLSS serves as a force multiplier. It supports proactive decision-making, reduces time to situational understanding, and strengthens coordination across all levels of government. Most importantly, it helps us do what we're all here to do: save lives, reduce suffering, and support rapid recovery.
With CLSS available at no cost and fully aligned with FEMA's Community Lifelines framework, now is the time to integrate this capability into your emergency operations strategy.

The CLSS Community of Practice on LinkedIn is the place to go to connect with other CLSS users. You can find quick training information, ask questions to the community, and collaborate with others who are in the same boat as you — wanting to make their agency’s response to disasters faster and better without costing an arm and a leg.
Act Now: Contract Period Coming to a Close
CLSS was developed with the support of DHS Science & Technology (S&T), and the current contract period will end in just a few months. Continued federal funding is a possibility but has not yet been guaranteed.
What this means:
CLSS will not go away when the contract ends: it was designed to be hosted on your agency’s Esri architecture — independent of outside funding
CLSS will remain available at no cost to all government agencies
All documentation, videos, and tools will continue to be accessible
What’s Next?
Even though CLSS can be deployed independently & without one-on-one support, the technical professionals from the G&H project team are committed to ensuring a smooth implementation of CLSS. Final Update - July 7, 2025
The final version of CLSS will be released on July 7th. This release will include several enhancements, performance improvements, and bug fixes. Mark your calendars now to deploy the update and ensure you have the latest version of CLSS.
